Noblesse Oblige Law Journal (NOLAN) is a peer-reviewed journal managed by the OSO University Faculty of Law and first published in 2024. NOLAN is committed to applying high standards of ethics and ethical behavior to all parties involved in journal publications, such as authors, editor, reviewer, and publisher. NOLAN is also committed and responsible for maintaining and implementing publication ethics and being an important part in respecting the development of the best and highest standard knowledge network. This statement complies with COPE's Best Practice Guidelines for Journal Editors and Peraturan Kepala LIPI Nomor 5 Tahun 2014
CODE ETHICS FOR AUTHOR
1. Accuracy and Reporting Standars
Author must present the article accurately based on the research conducted and present objective and significant discussion results. Research data in articles must be presented accurately and in detail, including the use of appropriate and adequate references. Use of inaccurate data and presentation is unethical and unacceptable behavior.
2. Data Access and Retention
Authors may be asked to provide data for the presentation of articles to be reviewed and must be able to provide public access to such data if possible, and must be able to retain such data for a reasonable period of time after publication.
3. Originality and Plagiarism
Plagiarism in various forms is unethical behavior in the publication of scientific work and is unacceptable. The author must ensure that all research results presented are original work, and if the author uses research references and/or words from other people, the author must present the quotations appropriately. Acts of plagiarism include admitting someone else's writing as one's own writing, copying or rewriting substantial parts of someone else's work without mentioning the reference source, and claiming the results of research conducted by someone else. The act of Self-Plagiarism is also a form of plagiarism by quoting results or sentences from one's own published work without stating the reference source.
4. Multiple, Redundant or Concurrent Publication
Authors may not publish the same manuscript article in more than one journal. Submitting the same manuscript to more than one journal is unethical behavior in the publication of scientific papers and is unacceptable.
5. Acknowledgement of Sources
Proper recognition of the work of others should always be given. Authors should cite publications that were influential in determining the work reported.
6. Authorship of the Paper
The author is a person who has made a significant contribution to the conception, design, execution, or interpretation of the writing in the article. All parties who have made significant contributions are listed as co-authors. The corresponding author must ensure that all co-authors are listed on the manuscript, and that all co-authors have read and approved the final version of the work and have approved the submission of the manuscript for publication.
7. Disclosure and Conflict of Interest
Authors should disclose any potential conflicts of interest that could influence the research or its interpretation. This includes financial, personal, or professional relationships that could be considered biased.
8. Compliance with Ethical Standards
Authors must comply with ethical standards and guidelines relevant to their research, including relevant protection of human subjects, animal welfare, and appropriate data handling. If the manuscript involves procedures or equipment that have an unusual degree of danger inherent in their use, the author must identify these clearly in the manuscript. If the manuscript involves human subjects, the author must ensure that the manuscript contains a statement that all procedures were carried out in accordance with applicable laws and regulations and that the relevant institution and committee within the institution have approved them. Authors must include a statement in the manuscript that consent has been obtained for experiments with human subjects. The privacy rights of human subjects must always be considered. Consent, permission, and acknowledgment must be obtained if authors wish to include case details or other personal information in the manuscript. Written consent must be retained by the author and a copy of the consent or proof that such consent has been obtained must be provided to the journal upon request.
9. Timely Response
Authors must immediately respond to any questions or requests from journal editors or reviewers during the peer-review process. Authors must also be willing to make necessary revisions or provide additional information if requested.
10. Fundamental Errors in Published Works
When the author discovers significant errors or inaccuracies in his published work, the author is responsible for immediately notifying the journal editor, as well as collaborating with the editor to retract or correct the article. If the editor receives information from a third party that a published work contains significant errors, the author is responsible for immediately retracting or making corrections to the article or providing evidence to the editor regarding the accuracy of the original writing.
CODE ETHICS FOR EDITOR IN CHIEF
1. Determine the name of the journal, scientific scope, periodicity, and accreditation if necessary;
2. Determine editor membership;
3. Define the relationship between publishers, editors, publisher partners and other parties;
4. Respect matters of a confidential nature, both for contributing researchers, authors, editors and bestari partners;
5. Implement norms and provisions regarding intellectual property rights, especially copyright;
6. Review journal policies and convey them to authors, editors, review partners and readers;
7. Create a code of conduct guide for editors and review partners;
8. Publish journals regularly;
9. Ensure the availability of funding sources for the sustainability of journal publication;
10. Building cooperation and marketing networks;
11. Improve the quality of the journal;
12. Prepare permits and other legal aspects.
13. The decision of the Editor in Chief is final based on the articles submitted.
CODE ETHICS FOR EDITOR
1. Publication Decisions
The Noblesse Oblige Law Journal (NOLAN) editor is responsible for making decisions in accepting and publishing articles to be published. This decision is based on validation of the article and the article's contribution to researchers and readers. Editors in carrying out their duties are guided by the policies of the editorial board and are subject to legal provisions that need to be enforced such as defamation, copyright infringement and plagiarism. The editor can discuss with reviewers or other editors in making this decision.
2. Peer Review Process
Noblesse Oblige Law Journal (NOLAN) editors oversee the peer review process, selecting appropriate reviewers who have expertise in subject areas relevant to the research. The editor ensures that reviews carried out by reviewers are carried out objectively and constructively, providing input to authors to improve the quality of research. Editors also manage communications between authors and reviewers to facilitate a fair and efficient review process.
3. Editorial Policies
Noblesse Oblige Law Journal (NOLAN) editors establish and enforce the journal's editorial policies, guidelines, and ethical standards. They ensure that all parties involved in publishing these articles and journals are aware of the policies and comply with them. Editors must also stay abreast of emerging ethical issues and implement best practices to maintain the integrity of the journal.
4. Quality Control
The Noblesse Oblige Law Journal (NOLAN) editor evaluates and controls the quality of an article manuscript based on its scientific and intellectual content without considering any discrimination in religion, ethnicity, tribe, gender, nation, etc.
5. Ethical Considerations
The Noblesse Oblige Law Journal (NOLAN) editor must review, and can even reject, an article manuscript if it has a conflict of interest due to a competitive, collaborative or other relationship conflict between the author or institution related to the article manuscript. Editors must be able to handle ethical issues or any violations that may occur, such as plagiarism, duplicate submissions, or falsification of data. Editors must follow established guidelines in taking appropriate action if problems or ethical violations occur, as well as ensuring confidentiality and protecting the rights of authors and reviewers during the publication process.
6. Editorial Board Management
Noblesse Oblige Law Joural (NOLAN) editors manage the journal's editorial board, which includes selecting board members, assigning roles and responsibilities, and fostering a collaborative and inclusive environment. They encourage diversity and representation on the board to ensure a balanced and comprehensive editorial decision-making process.

The editors of Noblesse Oblige Law Joural (NOLAN) actively promote the journal within the academic community, seeking to increase its visibility and attract high-quality submissions. Editors may engage in networking, attend conferences, and collaborate with related organizations to enhance the journal's reputation and reach a wider audience.
CODE ETHICS FOR REVIEWER
1. Contribution to Editorial Decisions
Reviewers contribute to helping editors in making decisions and can help authors improve their writing through editorial communication between reviewers and authors. Reviewers are responsible for conducting comprehensive and objective evaluations and assessments of assigned article manuscripts. They should assess the quality, originality, and validity of the research presented and can provide constructive feedback and suggestions for improvement to help improve the overall quality of the manuscript.
2. Promptness
If the assigned reviewer feels that he does not have the qualifications to review an manuscript article or knows that it is impossible to carry out the review in a timely manner, the assigned reviewer must immediately notify the editor.
3. Confidentiality
Any manuscript that has been accepted for review must be treated as a confidential document. The manuscript may not be shown to or discussed with others unless authorized by the editor.
4. Objectivity and Fairness
Reviews must be carried out objectively. Personal criticism of the author is inappropriate. Reviewers must express their views clearly accompanied by supporting arguments.
5. Acknowledgement of Sources
Reviewers must be able to identify published works that have not been cited by the author. A statement of previously published observations or arguments must be accompanied by appropriate and relevant citations. Reviewers must notify the editor of any substantial similarities or overlaps between the manuscript being reviewed and other articles that have been published, according to the reviewer's knowledge.
6. Disclosure and Conflict of Interest
Article manuscripts or materials being reviewed by reviewers that have not yet been published may not be used in the reviewer's personal research without written permission from the author. Information or ideas obtained through the review process must be kept confidential and not used for personal gain. Reviewers must refuse to review a manuscript if the reviewer has a conflict of interest due to a competitive, collaborative, or other relationship with the author, company, or institution related to the work.
CODE ETHICS FOR PUBLISHER
1. Ensuring Ethical Conduct
Publishers have an obligation to uphold high ethical standards during the publication process and involve increasing integrity, honesty and fairness among all parties involved, including authors, editors and reviewers. Publishers must ensure that all parties comply with ethical guidelines and policies to maintain the journal's reputation and credibility
2. Publication Oversight
Publishers are responsible for overseeing all stages of publication, from manuscript submission to final publication and play an important role in maintaining the quality and consistency of published articles based on timely and efficient processes, compliance with guidelines, and the overall integrity of the journal.
3. Safeguarding Copyright and Intelectual Property
Publishers must protect authors' rights and ensure that copyright laws and intellectual property regulations are enforced. Publishers must provide clear guidelines to authors regarding copyright transfer, permissions, and proper citation practices. Additionally, publishers must take appropriate measures to prevent plagiarism and copyright infringement.
4. Dissemination and Accessibility
Publishers are responsible for making published articles accessible and ensuring that the journal is available in print and electronic formats and utilizes appropriate platforms and technologies for dissemination. Publishers should also promote open access initiatives and explore strategies to increase the visibility and reach of journal content.
5. Promoting Quality and Impact
Publishers must strive to maintain and maintain high quality standards in journal publications and engage in close collaboration with the editorial team to build an appropriate and quality review process, as well as encourage the progress of the journal in a good academic community.
6. Collaborating with Stakeholders
Publishers must foster strong cooperative and collaborative relationships with relevant stakeholders, including authors, researchers, academic institutions and funding agencies. This involves actively engaging with the scientific community, attending conferences, and seeking partnership opportunities that can enhance the journal's visibility and reputation.
7. Ensuring Transparency
Publishers must maintain transparency in all aspects of the publication process, including providing clear and comprehensive information regarding submission guidelines, reviewer processes, publication costs, and potential conflicts of interest. CODE ETHICS FOR TECHNICAL AND ADMINISTRATOR
The Technical and Administrator Team is the person responsible for managing the journal website. Specifically, the scope of duties is as follows:
1. Set up a journal website;
2. Configure system options and manage user accounts;
3. Register editors, reviewers and authors;
4. Manage journal features;
5. View report statistics; and
6. Upload/publish papers that have accepted status.
